Of a person: dependable, honest, and steady under pressure. Somebody who does what they said they would do, keeps their mouth closed when it matters, and does not change on you when the situation turns. The word is applied to a person's whole character rather than to any single act — you are thorough or you are not, and the neighborhood decides which. Often written thoro, a spelling that marks it as the vernacular word rather than the Standard English one.

Black New York, with its center of gravity in Queens and Harlem, from the late 1980s forward. It is a clipping of thoroughbred, which Green's Dictionary of Slang records in Black American use for a dependable or accomplished person — Nathan Heard's Newark novel Howard Street (1968), Michael Agar's Harlem heroin ethnography Ripping and Running (1973), and the recorded toasts collected in Wepman, Newman and Binderman's The Life (1976). Green's files the adjective under US campus, which is a reporting artifact: the 1988 citation comes from Connie Eble's University of North Carolina student slang collection, a survey that regularly picked Black speech up secondhand. Every citation with a place attached to it points to Black New York — Al' Tariq repping Q-boro, LL Cool J doing the same, Prodigy naming a record after the word.
